About Donnelly Civil Engineering Ltd.

DCEL is a startup business which commenced trading in 2022, founded by three brothers, Alan, Rory, and Hugh Donnelly. All three are Civil Engineering graduates from NUI Galway (now the University of Galway) and each have had successful careers since graduating with main contractors, working across Ireland and the UK. With a combined 50 years’ experience in senior management roles on complex civil engineering projects, they have built solid reputations for the consistent delivery of a broad range of projects in the Water, Transport, Energy, Infrastructure and Marine sectors.

Alan Donnelly

Alan is a Chartered Civil Engineer with 21 years’ experience in the Construction Industry. During this time he has been responsible for the delivery of challenging Civil Engineering projects for both public and private clients. He has proven adaptability across a diverse range of projects including rail, marine, wind farms, roads, bridges, power plants and motorways and operates effectively within every stage of scheme development from pre-construction through to project completion. Alan has extensive experience of planning, programming and delivering complex work packages subject to programme, environmental and space constraints, often with multiple public interfaces. His ability to apply innovative technical solutions to both temporary and permanent works has proven key to the successful delivery of his projects.

Hugh Donnelly

Hugh is a Chartered Civil Engineer who has 17 years’ experience in the construction of a broad range of civil engineering projects, particularly in the water and marine sectors. He has extensive experience in the planning, programming, execution and delivery of works on marine development and refurbishment schemes, as well as during the construction of new and upgraded wastewater facilities within the site of existing plants. Hugh played a key role in the management of the multiple interfaces involved, particularly the interfaces with live facilities, to ensure that these challenging projects were completed on time and to the highest quality with minimum disruption. He is a hands-on manager with a proven ability to direct and develop the members of his team in order to improve both efficiency and productivity.

Rory Donnelly

Rory is a Chartered Civil Engineer who has 19 years’ experience in the Construction Industry. He has 13 years’ site management experience, having worked as a Site Agent since 2006, a Contracts Manager since 2014 and as a Director since 2018. Rory has extensive knowledge and experience in water, wastewater, road, rail, and specialist engineering, having delivered various technically challenging and complex projects. Rory has held several leadership roles and has been involved in a wide range of functions within a business including project planning, resource management, financial management, commercial management, tendering and health and safety.

DCEL's completed projects include:

Camden Lock Enabling Works

Waterways Ireland

The Camden Lock Enabling Works contract comprised of dewatering, vegetation clearance and silt dredging from lock chamber to facilitate the measurement of the existing lock gates. The works also include removal and relocation of existing lock chamber gates to facilitate salvage of existing ironmongery. The works were to a heritage structure and all methods, materials and tools used were in accordance with conservation guidelines and best practice.

Dungarvan Harbour Wall

Waterford City and County Council

This project was located along Quay Street beside Dungarvan Bay Viewpoint. The works consisted of the strengthening of a section of the existing concrete seawall. A new 1.0m thick x 3.0m high reinforced concrete wall was cast against an existing eroded wall for an 90m stretch along the quay adjacent to the slipway.

Loughmore Canal Dredging

IDA Ireland

The project involved dredging works to the Loughmore Canal in Raheen Co, Limerick for our client IDA Ireland. The canal is over 1100m long and was constructed in the 1970’s. There were numerous challenges associated with the delivery of this project but the management of the environmental requirements around the canal was key to its success.

Quinn's Road Beach Access Repairs

Dun Laoghaire-Rathdown County Council

Donnelly Civil Engineering Ltd. were appointed by Dun Laoghaire-Rathdown County Council to complete upgrade works to the existing beach access at Quinn’s Road. The works consisted of concrete underpinning, reinforced concrete wall construction, new handrailing and placing of 1000 tonne of rock armour to upgrade the existing ramp access. All material and resources for the project were transported along the shoreline from the access point at Shanganagh-Bray Wastewater Treatment Plant, just under 2km from the site location.

ESB Yard Ballycoolin Link Road

ESB (Circet)

The project was located within the existing ESB Dublin Supply Stores in Ballycoolin, Co Dublin. This project involved the construction of new roadway 170m in length and 16.0m wide linking two sections of the yard area. All works were carried out in a busy live ESB yard environment including the removal of over 5000m3 of excavated material off-site.
